Identify the exact plot first
Request the property's documents and compare its location, area and ownership details with the information you have been given. The permanent land registry certificate (certidão permanente predial) lists current registrations and pending applications, as explained by IRN. The property tax record (caderneta predial) contains fiscal information and does not replace this check.
During your visit, examine access and boundaries. If there are doubts about the area or boundary lines, seek technical advice before negotiating on the basis of an unconfirmed plot size.
Ask the municipality about your specific project
Buildings on neighbouring land do not establish what you may build on this plot. Check the applicable plans and restrictions with the municipality, explaining the intended use, footprint and size of the building.
Article 14 of Portugal's urbanisation and building framework provides for a formal request for preliminary information, known as a pedido de informação prévia. This can clarify a proposed development's feasibility and conditions. An architect can help prepare the request and interpret the response for the home you have in mind.
Assess site conditions and the total cost
Check the slope, vehicle access and the availability of water, electricity and sewage infrastructure. Request specific estimates for connections and site preparation. A plot with an attractive purchase price may require work that changes the final budget considerably.
Before paying a deposit, gather the answers in writing and ask a qualified professional to review the contract, including any conditions on which the purchase depends. The decision becomes clearer when the land price, planning feasibility and necessary investment are considered together.
